GPSC chairman Jose Manual Noronha said that the fitness test will be recorded in case anyone challenges the process later.
The commission will appoint a retired Indian Police Service (IPS) officer to oversee the fitness test.
“A prescreening will be held on October 22 and a repeat prescreening will be done on November 5 for those who have secured up to 5% less than the minimum required to qualify for the screening exam,” Noronha said. “Then all those who have qualified will be screened.”
The state government is recruiting DySPs after a gap of 25 years.
The government sent a proposal to the GPSC to recruit 62 DySPs through direct recruitment as well as promotions. On the recommendation of the GPSC, the state promoted 27 police inspectors (PIs) to the level of DySP. Earlier, these PIs functioned as officiating DySPs.
To accommodate PIs officiating as DySPs into regular posts, the state diverted 10 DySP posts from the direct recruitment quota, and the GPSC approved the diversion.
The sanctioned strength of DySPs in the state is 65, including two posts for ex-cadre personnel. Of these, 44 are from Goa police and the rest from the Indian Reserve Battalion. These include 27 posts for promotions and 38 for direct recruitment.
In 1997, the state decided to fill 80% of DySP posts through promotions, and the remaining through direct recruitment. At present, all direct-recruitment posts are vacant, while all promotion posts have been filled.
In April 2021, the high court of Bombay at Goa admitted a petition filed by some PIs challenging the filling of DySP posts solely through promotions. The court had said that the filling of the posts through direct appointment shall be subject to its final orders in the petitions.
As a result, the 25 police officers were given “officiating promotions” to the post of DySP on January 1, 2022.
